How the rules are actually written

Subsidies, labelling and the machinery behind the price tag

Food prices are not natural facts. They are the output of subsidy regimes, tax treatment, procurement rules and labelling law. Understanding that machinery explains why the higher-impact option is often the cheaper one at the till.

Where agricultural support goes

OECD countries transfer several hundred billion dollars a year to agricultural producers. Analyses by the FAO, UNDP and UNEP have found that the large majority of that support flows to commodities and systems with high environmental impact, with animal products and their feed crops receiving a disproportionate share relative to their contribution to nutrition. The EU's Common Agricultural Policy alone accounts for roughly a third of the union's budget, and independent assessments have estimated that around 80% of it ultimately supports animal-based production, largely through feed and grassland payments.

External costs are not in the price

Emissions, nitrogen and phosphorus runoff, antibiotic resistance, zoonotic risk and biodiversity loss are real costs borne by the public rather than the producer. True-cost accounting studies routinely estimate that retail prices for beef and dairy would rise substantially — commonly cited ranges are tens of percent to multiples — if these were internalised. Nothing in this requires banning anything; it is a question of who pays.

Labelling law shapes what people can even see

Several jurisdictions have restricted plant-based products from using terms such as 'burger', 'sausage' or 'milk', on consumer-confusion grounds that consumer research has repeatedly failed to substantiate. Conversely, animal-welfare labelling is often voluntary and inconsistent, so terms like 'free-range', 'farm fresh' and 'natural' carry very different legal weight depending on the country — and sometimes none at all.

Public procurement is the fastest available lever

Schools, hospitals, prisons, militaries and civil-service canteens purchase an enormous volume of food under written rules. Changing a procurement standard shifts millions of meals without changing a single consumer's mind, and it is decided by committees that are far more accessible to ordinary citizens than national legislatures. Several European cities have adopted plant-forward procurement targets with measured emissions reductions and no measurable drop in satisfaction.

Welfare law regulates rather than prevents

Most animal-protection law sets minimum conditions inside a permitted system rather than questioning the system, and customary farming practice is frequently exempted outright from general cruelty statutes. This is why practices that would be prosecuted if performed on a dog are lawful when performed on a pig at scale — a legal structure worth understanding before assuming that legality implies acceptability.

Engaging with policy without a lobbying budget

The accessible levers are local, procedural and unglamorous — which is exactly why they are winnable.

    Read your local procurement policy

    Most municipalities publish catering and purchasing standards. The document is usually short and rarely read by anyone outside the department.

    Submit to a consultation

    Open consultations on dietary guidelines, climate plans and food strategies receive remarkably few responses, so each substantive submission carries weight.

    Ask for one measurable change

    A plant-based default at internal events, or one additional day of plant-based menus, is adoptable. A comprehensive strategy is not.

    Bring cost data

    Legume-based menus are typically cheaper per portion. Budget arguments succeed where ethical arguments stall.

    Follow up after the decision

    Implementation, not adoption, is where most policy wins quietly disappear.

Arguing policy credibly

Worth doing

  • Cite the specific regulation or budget line rather than a general claim about subsidies.
  • Frame reform as removing distortion rather than adding restriction.
  • Separate the welfare, health and climate cases — different committees respond to different evidence.
  • Acknowledge farmer transition costs explicitly; policies that ignore them fail politically.

Worth avoiding

  • Treating all agricultural subsidy as a single undifferentiated block.
  • Attributing the entire system to one political party — support for it is broadly cross-party in most countries.
  • Demanding prohibition where a default change would achieve more and survive an election.
  • Using contested global figures without noting the range and the source.

Policy questions

How much of farm subsidy really supports animal products?

Estimates vary by methodology. For the EU's Common Agricultural Policy, independent analyses have put the share supporting animal-based production at roughly 80% once feed and grassland payments are included; the OECD's broader producer-support figures show similar concentration in high-impact commodities.

Would internalising external costs just make food unaffordable?

It would change relative prices sharply rather than raise all prices equally: plant staples change little, while beef and dairy rise substantially. Most serious proposals pair pricing with support for low-income households and for farmer transition.

Is it legal to call a plant product a 'burger'?

It depends on the jurisdiction and has been actively litigated. Several attempts to restrict such terms have been rejected by courts or parliaments, while some dairy-term restrictions remain in force in the EU.

Do welfare laws prevent factory farming?

No. They generally regulate minimum conditions within it, and standard industry practices are frequently exempted from general animal-cruelty provisions.

What is the single most winnable policy change locally?

Public procurement standards. They are decided administratively, respond to cost evidence, and affect very large meal volumes.

Is this a left-wing agenda?

No. Subsidy reform, honest pricing, property-rights-respecting deregulation of plant-food naming, and public-health cost control have advocates across the political spectrum, and the current arrangement is defended across it too.
