Testing is a separate question from ingredients. EU and UK law bans cosmetics animal testing, but some markets require it for imported products, so a brand can be cruelty-free at home and not abroad. Leaping Bunny is the most rigorous certification.

Often, yes. The same brand name can use different fats, emulsifiers, colours or whey depending on the plant that made it, so always read the local label rather than an answer written for another market.
